Secretariat Complex The Secretariat Complex is conceived around a time-honoured courtyard tradition, where offices are strategically organized in clusters around five adjacent courtyards. This spatial orchestration enables abundant natural lighting and cross-ventilation, reinforcing transparency and openness essential to effective governance while optimizing energy efficiency. The development occupies a land area of 200 × 70 metres (14,000 m²), equivalent to 1.4 hectares.
